Joanne O'Flannagan
Joanne is an independent consultant since 2017, with nearly 20 years’ experience working with non-governmental organisations. She is a humanitarian and development professional and over her career has worked with local, national and international organisations to strengthen policy and practice in strategy, advocacy, programme quality, accountability, learning and quality assurance. Her work has taken her to many parts of the world including, Sudan, South Sudan, Sierra Leone, Kenya, Ethiopia, India, Kyrgyzstan, Philippines, Lebanon and Haiti. She has worked with refugees and asylum seekers in Ireland, human rights defenders in Sudan and has overseen implementation of humanitarian operations with international organisations in multiple crises, as well working with national organisations in locally-led humanitarian response.
She has advised and supported organisations in their work on programme design and delivery, organisational strategy, evaluation and monitoring, research and learning, protection mainstreaming, safeguarding/PSEA and accountability. Joanne is committed to supporting improved quality and accountability in humanitarian response, with a strong interest in supporting research and generating evidence that contributes to improved policy and practice.
Joanne is a supervisor auditor at HQAI. In addition to being a senior auditor, Joanne contributes to the development and improvement of the Quality Assurance processes at HQAI.
