Strengthening Organisational Systems for Enhanced Accountability, Programme Quality and Trust in Locally Led Action
A timely response to sector-wide calls for efficient, principled approaches to localisation, reduced duplication, and improved access to quality funding.
The Ministry of Foreign Affairs of the Grand Duchy of Luxembourg and the Humanitarian Quality Assurance Initiative (HQAI) are pleased to launch From Audit to Action (A2A) — a forward-thinking practical initiative to support quality programming in the aid sector that is locally led and globally supported.

A2A reflects Luxembourg’s commitment to localisation and HQAI’s strategic goal of expanding access to CHS audits for local and national partners.
Through independent audits against the Core Humanitarian Standard on Quality and Accountability (CHS), the project will support seven local/national organisations (LNAs) in Lebanon and Palestine, enabling them to enhance their internal systems, demonstrate capacity and accountability, and increase access to funding. As such, A2A represents a forward-thinking investment in national actors, ensuring they receive the recognition and resources needed to play a leading role responding to crises.
CHS audits serve as a robust tool for identifying operational strengths and areas for improvement. They also offer trusted, third-party assurance which can meet various donor due diligence requirements and reduce duplication – a key step toward a more equitable and efficient aid system.
A2A Project Objectives
- Strengthen the quality and accountability of aid delivered by selected LNAs.
- Provide objective evidence of LNAs’ operational capacity and areas for improvement.
- Support LNAs in turning audit findings into actionable capacity strengthening plans.
- Promote HQAI CHS audits findings as a tool to streamline due diligence and reduce duplication.
A2A Project Timeline
A2A is a 1-year initiative funded by the Ministry of Foreign Affairs of the Grand Duchy of Luxembourg, running through 2025 and early 2026.
