Ziauddin Refah

Ziauddin Refah is an experienced humanitarian and development professional with over a decade of expertise in program quality, MEAL, security management, project management, and communication. Having worked extensively in Afghanistan, including remote and high-risk areas, he has developed a deep understanding of community-driven approaches and the operational challenges faced by INGOs.

His role as an Accountability Specialist and Accountability to Affected Population focal point with World Vision Afghanistan allowed him to establish essential feedback mechanisms, such as a toll-free system,facilitate meaningful community engagement and influence decision making to make sure programs are inclusive. He holds a Master’s degree in Project Management, which has strengthened his ability to design, implement, and evaluate humanitarian programs effectively.

With a strong background in stakeholder engagement and field-based program implementation, he brings a practical perspective to quality assurance and accountability initiatives. His multilingual abilities—including fluency in Dari, Pashto, and advanced English, as well as a good knowledge of Urdu-Hindi and ongoing German language studies—enable him to navigate diverse cultural and professional environments.

Ziauddin's passion for ensuring humanitarian interventions are impactful, ethical, and community-driven aligns closely with HQAI’s mission. He contributes his expertise to discussions on strengthening accountability frameworks and enhancing the effectiveness of humanitarian efforts worldwide.

I am a member of the HQAI General Assembly, and I have joined this role in April 2025.

I became a member of HQAI because I believe in the power of accountability to strengthen humanitarian and development efforts. HQAI’s mission to promote quality and accountability aligns with my personal values and professional experience, and I am proud to support its work through the General Assembly.
